I'm of the same mind as school board member Maya Guy: desperation calls for strong acts. I don't know that prohibiting the use of cell phones will make a major difference in our schools, but it is worth a try. Establishing discipline and taking steps to improve student concentration are important priorities.

I scanned the proposed changes to the code of conduct. They make sense. My suggestion for change would to add an explicit exception permitting cell phone use in the event of an emergency threatening harm to students or staff. Accidents, fire, threatening weather, unplanned early dismissals are examples of what I have in mind.
