Spotsylvania Board of Supervisors August 13 Meeting Details
An overview of topics on the agenda for Tuesday's meeting.

The Board of Supervisors will hold its regular monthly business meeting on Tuesday evening beginning at 5:00 p.m. Following opening rituals, the Board will have a closed session.
The open session of the meeting includes awards presentations and special recognitions, a consent agenda with 16 items, and two public hearings.
Recognitions
Two proclamations are scheduled to be approved. The first recognizes August 21, 2024, as First Responders Appreciation Day. The second recognizes National Disability Voting Rights Week.
Consent Agenda
Items include the approval of minutes, in addition to:
Appointment of Moe Petway to the Minority Affairs Committee as the NAACP
Approve Sullivan, Donahoe & Ingalls for Calhoun Drive Sewer Improvements.
Approve TRC Engineers for Solid Waste Engineering Professional Services.
Reappointment of Lori Hayes to the Central Rappahannock Regional Library Board as an At-Large Member.

Bridge to the Future Grant
Spotsylvania County has been the grant recipient of the (Bridge to the Future Grant) Employment Advancement for Temporary Assistance for Needy Families (TANF) Participants Program grant since FY 2002 and the lead fiscal agent for the regional grant since FY 2003. The grant is an inter-agency project between the Spotsylvania Department of Social Services (DSS) and Spotsylvania County Schools and provides services to the entire Planning District 16 to include the Counties of Spotsylvania, Stafford, Caroline, King George, and the City of Fredericksburg. The program partners with the Regional Adult Education Program for Planning District 16, Department of Rehabilitative Services, Germanna Community College Workforce and Technology Center, the Virginia Employment Commission, Virginia Career Works Center, and the local Workforce Investment Board.
In years prior, the grant award did not require a local match; however, when applying for the FY 2025 funding the grant program did require a 25% cash and/or in-kind contribution.
The County received notification from the Virginia Department of Social Services that the FY 2025 grant application had been approved for funding. The grant amount that has been offered is $172,148 with a local match requirement of $57,383.
The State is providing us with a deadline of August 16 to advise whether or not we would like to accept this award. If so, the award documents will be issued and presented to the Board of Supervisors at their September 10 meeting for the acceptance and appropriation of the award. If the award is accepted, there is no requirement to continue to fund this program after the period of performance ends on June 30, 2025.
Staff seeks direction from the Board of Supervisors in order to determine how to proceed with the current negotiations with the State. Although the regional Social Services Directors are aware of the funding need for the FY 2025 program, staff is not aware of any formal requests that have been submitted to the other localities.
Option 1 consists of proceeding with the negotiations and accepting the award while trying to identify other funding sources that may be used to pay for the local match requirement.
Option 2 consists of declining the award.
