Given that the abuse of decals is predominantly construction firms and other commercial outfits, it seems unreasonable to consider charging a fee for a decal if there are other solutions to the problem. How about limiting decals, as is being considered, or installing scales and weight limits when vehicle loads exceed a certain weight? There must be jurisdictions which have grown as Spotsy has and who know how to control abuse. Can we learn from them?

I attended last week's Board meeting where the presentation about the community recycling and garbage was offered. It was very informative. I can assure you and everyone else, the county folks that run this program have done their homework.

They are getting very creative in how to control the abuse while also trying to reasonably accommodate Spotsy residents. They're looking at restricting the types and sizes of vehicles that can dump. Larger, dual axle vehicles are a tip off that it might be a commercial outfit.

As a military guy, I've lived in many locations and the idea that Spotsylvania had a mostly free program for dumping seemed unusual for me. I think they're doing well, but folks have abused it and that introduces problems for everyone.

Turns out, "One bad apple can spoil a bushel."
