The "personnel matters" cloak is designed to protect the Board and its members and the system's officials from FOIA requests. That's somewhat obvious. SCPS is protecting Phelps and Gillespie with that cloak (sort of like a fox eating yellowjackets; tastes good, but stings like heck). Phelps and Gillespie's walkout was theater, but not for principle, but so their friends can't say 'x' or 'y'. Wagons having been circled, we'll just have to see what's next.
