Great round up of local happenings. The lease renewal piece is particularly intresting becuase Chair Diggs labeling tribal legitimacy questions as outside the board's jurisdiction is a smart procedural move. Sometimes government bodies get paralyzed trying to resolve external debates they have no real authority over. I've seen similar situations with zoning disputes where councils get bogged down in tangentail issues instead of sticking to their actual scope.
