Fredericksburg Planning Commission Meeting Preview

The agenda for Wednesday’s meeting includes discussion of the Planning Commission’s annual land use report and capital improvement recommendations for fiscal years 2027-2031.
Public Hearings
Request from Jarrell Properties, Inc. to modify an existing special use permit to change the approved use from a “financial institution with a drive-
through” to a “specialty eating establishment [coffee shop] with a drive-through.” (Staff memo.)
Request from Hughes Home Properties I, LLC, to rezone a 0.24 acre property at 98 Caroline Street to permit the conversion of an accessory building to a single-family detached dwelling. (Staff memo.)
Chesapeake Bay Preservation Overlay District amendments (reflecting new General Assembly-enacted legislation and recommended state guidance).
Other Business
Draft Capital Improvement Program (CIP) letter and land use annual report. The Planning Commission’s by-laws require the preparation and presentation of these documents.
Recommendations include maintaining funding for “fine-grained community planning;” retaining funding for sidewalk expansion, trail extensions, and traffic upgrades to improve multi-modal transportation; providing “a consistent fund for the repair and maintenance of historic resources;” and funding a citywide housing study and strategy.
Officer elections
The rest of the meeting includes general public comments, approval of minutes, comments from Planning Commission members, and comments from the director of planning and zoning.
